Fukagawa was developed by timber dealers, who had moved to the area on the instructions of the shogunate. This was in part because it provided convenient water access for transporting the timber used to build Edo, which arrived here from all quarters of Japan. The waterfront was said to have been very scenic. The clouds were printed using a special shading technique called atenashi bokashi.

It has been officially designated as a Traditional Craft by the Minister of Economy, Trade and Industry (METI) and as a Tokyo Metropolitan Traditional Craft.
